Congressman Valadao Votes to Pass FY23 National Defense Authorization Act

Today, the House of Representatives passed the National Defense Authorization Act (NDAA) for Fiscal Year 2023 with Congressman Valadao’s support. The FY23 NDAA authorizes funding for all discretionary military programs and activities- including personnel, operations, maintenance, procurement, research, and development.

WASHINGTON – Today, the House of Representatives passed the National Defense Authorization Act (NDAA) for Fiscal Year 2023 with Congressman Valadao’s support. The FY23 NDAA authorizes funding for all discretionary military programs and activities- including personnel, operations, maintenance, procurement, research, and development. It also outlines critical policies and directives for the Department of Defense.

“In Congress, my most important duty is ensuring the safety of all Americans, including my constituents in California’s 21st Congressional District,” said Congressman Valadao. “This year’s NDAA provides a robust budget to counteract the damaging impacts of inflation on our Department of Defense and military families. While this legislation is by no means perfect, it was negotiated in good faith across both sides of the aisle, continuing over six decades of bipartisanship. I’m proud to support this effort to provide our military with the equipment, resources, and training needed to effectively protect the United States against our adversaries, and I look forward to working with my Senate colleagues to further strengthen the FY23 NDAA through the conference process.”

Among other provisions, the House passed version of the FY23 NDAA:

  • Authorizes a 4.6% pay increase for servicemembers and provides a 2.4% pay bonus for enlisted personnel to counteract the impacts of inflation on low-income military families.
  • Authorizes $16.5 billion for military construction and military family housing projects throughout the United States and around the world.
  • Requires U.S. bases in Europe to adopt installation energy plans to reduce reliance on Russian energy and sets a goal of eliminating the use of Russian energy entirely.
  • Requires the DoD Inspector General to regularly carry out comprehensive reviews and audits of assistance provided to Ukraine.
  • Requires assessments of Chinese efforts to infiltrate our defense supply chain through acquisition of defense industrial base companies and sources of raw materials and critical minerals.
  • Declares the record number of illegal crossings and trafficking on our southwest border is a crisis and a risk to our national security.
