Congressman Valadao Introduces Legislation to Provide Resources for Lifesaving Earthquake Emergency Response

Congressman David Valadao (CA-22) and Congressman Jim Costa (CA-21) introduced the National Earthquake Hazards Reduction Program Reauthorization Act.

WASHINGTON – Congressman David Valadao (CA-22) and Congressman Jim Costa (CA-21) introduced the National Earthquake Hazards Reduction Program Reauthorization Act. This bipartisan bill will reauthorize the National Earthquake Hazards Reduction Program through Fiscal Year 2030, providing resources for the research, development, and implementation of lifesaving earthquake risk reduction and safety.

“Every year California faces hundreds of earthquakes, and more than 70% of our state’s population lives within 30 miles of a fault line,” said Congressman Valadao. “It’s important we continue to improve our warning systems and coordination to ensure people are as safe as possible when an earthquake occurs, and I’m proud to help lead the charge.”

“Earthquakes are a constant reality in California. Protecting our communities starts with strong research and reliable early warning systems,” said Rep. Costa. “This legislation enhances our ability to assess risks, strengthen coordination, and advance early warning systems—essential tools for saving lives and protecting families.”

Background:

The National Earthquake Hazards Reduction Program (NEHRP) is a program authorized in 1977. It supports activities like seismic monitoring, risk assessment, and the development of building codes and mitigation strategies. The program is managed through a partnership among four federal agencies: the Federal Emergency Management Agency (FEMA), the National Institute of Standards and Technology (NIST), the National Science Foundation (NSF), and the U.S. Geological Survey (USGS). The most recent reauthorization of NEHRP occurred in 2018 under the National Earthquake Hazards Reduction Program Reauthorization Act of 2018.

The National Earthquake Hazard Reduction Program Reauthorization Act would:

  • Work with the Federal Communications Commission (FCC) to quickly broadcast earthquake early warning alerts.
  • Coordinate with NOAA and FEMA to improve data sharing and emergency response to oceanic earthquakes and tsunamis.
  • Ensure earthquake alerts are fast, reliable, and available in the main languages spoken in affected areas.
  • Expand and improve the earthquake early warning system in high-risk areas to increase detection and provide more advance notice.
  • Allow for the release of aftershock forecasts following major earthquakes in the U.S.
  • Reauthorize the NEHRP through FY30.
