WASHINGTON – Today, the House of Representatives passed the National Defense Authorization Act (NDAA) for Fiscal Year 2024 (FY24) with Congressman David Valadao’s support. The FY24 NDAA authorizes funding for all discretionary military programs and activities – including personnel, operations, maintenance, procurement, research, and development. It also outlines critical policies and directives for the Department of Defense (DoD).

“Today I was proud to vote to give our troops the largest pay increase in 20 years and provide our military with the equipment, resources, and training needed to effectively protect the United States against our adversaries,” said Congressman Valadao. “Providing for our National defense has been a bipartisan effort for over 60 years. We still have work to do to get this bill across the finish line, and I look forward to working with my colleagues in the Senate to strengthen the FY24 NDAA through the conference process.”

Among other provisions, the House passed version of the FY24 NDAA:

  • Authorizes a 5.2% pay increase for servicemembers, the largest pay raise in over 20 years.
  • Establishes a new Special Inspector General for Ukraine Security Assistance to direct and coordinate the oversight and audit of all aid provided to Ukraine by the United States.
  • Authorizes over $240 million to reduce servicemember out-of-pocket housing expenses and counteract the skyrocketing cost of rent.
  • Provides a path back to service for the servicemembers discharged for failing to take the COVID-19 vaccine.
  • Provides an additional $25 million over the President’s request for National Guard to work with local law enforcement agencies in efforts to disrupt and degrade illicit drug production and trafficking.
  • Requires an assessment of foreign control and influence over the supply chain for critical minerals and metals used for defense technologies.
  • Requires the DoD to identify and mitigate harmful encroachment near military installations, especially land purchases made by CCP-backed entities
