Reducing the Financial Burden on New Parents

 

One of the most exciting moments for any expecting family is preparing for a new child, but unanticipated expenses can leave parents facing costs far beyond what they planned. As a father of three, I know how quickly costs can pile up—from diapers and clothing to strollers, childcare, and other essentials during a baby's first year. That's why I was proud to introduce the Supporting Newborn Parents Act this week.


This bipartisan bill would provide up to $2,000 per newborn as an advance payment to help families cover the immediate costs that come with welcoming a child into the world. This will give working parents greater financial flexibility and peace of mind so they can focus on their growing family instead of worrying about how to make ends meet.

Combating Organized Theft Rings

 

This week, I helped pass the bipartisan Combating Organized Retail Crime (CORCA) Act—a bill I proudly helped introduce. Organized retail crime and cargo theft are hurting small businesses and families across the Central Valley. These are coordinated criminal operations that put public safety at risk, disrupt supply chains, and make products more expensive for customers. The CORCA Act gives law enforcement stronger tools to investigate and crack down on organized theft rings, and I'm committed to continuing my efforts to get this signed into law.

Expanding Mental Health Resources for Young Adults

 

Young adults are facing a growing mental health crisis, but too many still don't know where to turn for help. While California law requires the 988 Suicide & Crisis Lifeline to be printed on student ID cards, access to this lifesaving resource shouldn't depend on your zip code. That's why I was proud to join a bipartisan group of my colleagues to introduce the Campus Lifeline Act this Mental Health Awareness Month. This bill would expand existing Garrett Lee Smith (GLS) Memorial Grants to include early intervention activities by student groups and ensure 988 is added to new driver's licenses and student ID cards nationwide. Together, we can raise awareness for mental health care, connect more people to support, and prevent tragedies before they happen.

Celebrating Police Week with Tulare County Sheriff's Office

 

In honor of Police Week, I welcomed deputies from the Tulare County Sheriff's Office to Washington. We spoke about my work in Congress as their representative and I gave them a behind-the-scenes tour of the U.S. Capitol. I'll always support our local law enforcement, and it was great to thank these deputies in person for their service to our communities.

Fighting for Central Valley Specialty Crop Producers

 

On Wednesday, I had a productive conversation with representatives from Western Growers and specialty crop producers from the Central Valley. We discussed my efforts on the House Appropriations Committee to support our growers, including the Specialty Crop Block Grants provision I introduced in the Agriculture Appropriations funding bill. I also highlighted key specialty crop priorities included in the Farm Bill, like expanding access to crop insurance and strengthening pest control research. As we continue working to move these bills across the finish line, I remain committed to advocating for Central Valley growers and the communities that depend on them.

Fully Funding Benefits for Central Valley Servicemembers and Veterans

 

As a member of the House Committee on Appropriations, I was proud to support the Fiscal Year 2027 Military Construction, Veterans Affairs, and Related Agencies Appropriations Act. Our servicemembers and veterans have made great sacrifices in defense of our nation, and Congress has a responsibility to make sure they have access to the benefits they've earned. 


This bill fully funds veterans' healthcare and benefits programs, invests in critical quality-of-life improvements for servicemembers and their families, and continues efforts to advance construction of the new Bakersfield Community Based Outpatient Clinic. As the first full-year funding package to pass the House, this bill reflects our commitment to those who serve, and I look forward to continuing to work with my colleagues to move the remaining appropriations bills forward.

Talking Clean Energy Solutions with Sunrun

 

On Wednesday, I met with representatives from Sunrun—the largest provider of residential solar power systems—to discuss their operations in the Central Valley. We spoke about how distributed power plants are meeting our grid challenges and the importance of strong grid capacity. Ensuring our region has enough energy to meet the growing demand is one of my top priorities, and I'll continue advocating for all-of-the-above energy solutions.

Discussing Environmentally-Friendly Supply Chains with the Port of Long Beach

 

This week, I met with representatives from the Port of Long Beach, which is the second busiest port in the United States and handles over $300 billion in trade each year. During our conversation, they shared plans to develop the port's first green truck corridor—an initiative that will help accelerate the transition to a cleaner, zero-emission supply chain connecting Long Beach and the Central Valley. I applaud their commitment to advancing more sustainable freight transportation and look forward to continuing our partnership to achieve this important goal.

Welcoming Central Valley Trucking Operators to Washington

 

It was great to welcome Central Valley representatives from the California Trucking Association to Washington to discuss ways to reduce costs and improve affordability for trucking operations. In the Central Valley and across the nation, many family-owned and independent trucking companies are facing a growing wave of excessive lawsuit abuse which drive up costs and threaten the survival of small operators. During our meeting, we discussed solutions to address this challenge, as well as the importance of the Combating Retail Crime (CORCA) Act, which passed the House this week. I appreciate their time and will continue supporting local transportation companies and the vital role they play in the Central Valley economy.

This week, Team Valadao met with groups across Kings County, including the Board of Supervisors, District Attorney, Office of Emergency Services, 4-H Community Education Specialist, and University of California Cooperative Extension. They were updated on public health, community safety initiatives, agricultural education, and emergency disaster response efforts. Later, they attended the Kings County Peace Officers Memorial Ceremony to honor the courageous men and women who made the ultimate sacrifice protecting our communities. Then, my staff attended the Healthcare Month Celebration hosted by Adventist Health in Hanford, honoring the dedication and hard work of our Central Valley healthcare professionals. Team Valadao also met with Shelly Magana, 4-H Regional Program Director, to discuss the several initiatives that prepare young leaders for success.


In Tulare County, my staff attended the Board of Supervisors meeting, Office of Education Groundbreaking, and met with the Tulare Kings Hispanic Chamber’s new Executive Director, Elaine Carrasco. While in Pixley, the team met with Pixley Unified School District’s Executive Assistant, Amy Beck, new Pixley Elementary School Principal, Wayne Hernandez, and Pixley Community Meetings Organizer, Teresa Lewis. Later, Team Valadao visited Pixley Public Utility District and met with the Lower Tule and Pixley Irrigation District Resources Manager, Travis Millwee, to discuss the status of drinking water, contamination risks, and groundwater allocations. 


Later in Kern County, Team Valadao attended the Trucordia 20th Anniversary ribbon cutting celebration and Peace Officers Memorial Ceremonies hosted by the Bakersfield Police Department, California Highway Patrol, and Kern County Sheriff’s Office. My staff also presented a Congressional Record to the Salvation Army Adult Rehabilitation Center in Bakersfield in recognition of its 80th anniversary. After, my team met with Shafter City Manager Lance Lippincott, and then finished the week presenting Certificates of Recognition to Wasco High School students who participated in SkillsUSA.

House passes Combating Organized Retail Crime Act of 2025


The U.S. House has passed H.R. 2853, Combating Organized Retail Crime Act of 2025 (CORCA), bipartisan and bicameral legislation that was introduced by Rep. David Joyce, a Republican from Ohio, in April of last year to establish a coordinated, multiagency response and create new tools to tackle evolving trends in organized retail theft, combating these criminal operations.

The U.S. House of Representatives on May 12 voted 348-60 to advance a bipartisan bill introduced by U.S. Reps. Dave Joyce (R-OH) and David Valadao (R-CA) that would establish an Organized Retail and Supply Chain Crime Coordination Center within the U.S. Department of Homeland Security to crack down on interstate and transnational crime.
