      <title>Valadao, Bonamici, Bacon Lead Effort to Provide Greater Access to Substance Use Disorder Treatment and Services</title>
      <description>&lt;p&gt;&lt;b&gt;WASHINGTON&lt;/b&gt; –&lt;i&gt; &lt;/i&gt;Congressman David Valadao (CA-22) joined Reps. Suzanne Bonamici (OR-01) and Don Bacon (NE-02) to reintroduce the &lt;em&gt;Connections to Health Infrastructure and Emergency Recovery Services&lt;/em&gt; (CHIERS) &lt;em&gt;Act&lt;/em&gt;. This bipartisan bill would create a grant program to provide transportation for people in need of overdose prevention services, substance use disorder treatment, detoxification, and other related supportive services.&lt;/p&gt;
&lt;p&gt;Congressman Valadao was an original co-sponsor of this legislation in the 118th Congress.&lt;/p&gt;
&lt;p&gt;&lt;em&gt;“In the Central Valley, we’ve seen firsthand the devastating impact of the opioid epidemic,” &lt;/em&gt;&lt;strong&gt;said Congressman Valadao.&lt;/strong&gt;&lt;em&gt; “Too often, people seeking treatment in our communities face long travel times, high transportation costs, and difficulty receiving timely care. We should be doing everything we can to make it easier for people suffering from substance use disorder to get the help they need and break the cycle of addiction. &lt;p&gt;&lt;i&gt;“Everyone deserves a second chance,” &lt;/i&gt;&lt;strong&gt;said Rep. Bacon. &lt;/strong&gt;&lt;i&gt;“The CHIERS Act will improve access to developing services that provide individuals with transportation to and from substance use disorder treatments or support services. &lt;p&gt;The &lt;em&gt;CHIERS Act&lt;/em&gt; would:&lt;/p&gt;
&lt;ul style="list-style-type: disc;"&gt;
    &lt;li&gt;Create a grant program with funding that could be used to train staff, purchase vehicles, and contract with ridesharing services to cover transportation.&lt;/li&gt;
    &lt;li&gt;Direct the Secretary of Health and Human Services (HHS) and the Secretary of Housing and Urban Development (HUD) to award grants to eligible entities, including community health centers; Continuum of Care Program participants; opioid recovery centers; state, Tribal, and local governments; and nonprofit organizations.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Background:&lt;/p&gt;
&lt;p&gt;Communities across Kings, Kern, and Tulare Counties continue to face significant barriers to accessing treatment for opioid use disorder, particularly in rural and low-income areas where treatment centers are limited and transportation options are scarce. Individuals seeking Medication-Assisted Treatment (MAT) often must travel long distances to reach care, relying on friends or family members for transportation or forgoing treatment altogether due to cost and accessibility challenges. With only eight substance treatment centers serving the three-county region, many residents struggle to receive timely, life-saving services. Expanding grant support for affordable transportation options can help connect residents to critical treatment services—reducing barriers to recovery and improving public health outcomes.&lt;/p&gt;

      <title>Congressman Valadao Secures Key Wins for Central Valley Families, Farmers, and Communities in FY27 Agriculture Appropriations Bill</title>

This is the second full-year government funding bill to pass the House for Fiscal Year 2027.&lt;/p&gt;
&lt;p&gt;&lt;em&gt;“As a member of the House Committee on Appropriations, I was proud to help pass the Fiscal Year 2027 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act,” &lt;/em&gt;&lt;strong&gt;said Congressman Valadao.&lt;/strong&gt;&lt;em&gt; “This bill delivers critical investments for the Central Valley by strengthening rural development programs, helping farmers and ranchers access disaster assistance and Farm Service Agency loans, and supporting nutrition programs that help our most vulnerable put food on the table. It also increases funding for the Animal and Plant Health Inspection Service to combat invasive pests and diseases, including the glassy-winged sharpshooter, New World screwworm, and navel orangeworm, which pose a direct threat to our region’s agricultural industry. I was also proud to secure over $1.3 million in Community Project Funding for the Vineland Elementary School District and the Tulare County Fire Department to improve critical water infrastructure and enhance emergency response capabilities in our communities. &lt;p&gt;Key investments secured by Congressman Valadao in the FY27 &lt;em&gt;Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act &lt;/em&gt;include:&lt;/p&gt;
&lt;ul style="list-style-type: disc;"&gt;
    &lt;li&gt;&lt;strong&gt;$1.25 million for the Vineland Elementary School District&lt;/strong&gt; in Bakersfield to construct a new primary water line to ensure adequate water flow for emergency response, support the addition of new classrooms, and provide a safe, modern educational facility for students and staff.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt;&lt;strong&gt;$600,000 for the Tulare County Fire Department&lt;/strong&gt; to purchase a new water tender to strengthen emergency response capabilities across Tulare County, particularly in rural and underserved areas where access to a reliable water supply is limited.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Additional highlights include:&lt;/p&gt;
&lt;ul style="list-style-type: disc;"&gt;
    &lt;li&gt;$1.79 billion for the Agricultural Research Service (ARS), including increases in funding to help discover resilient citrus breeding varieties, pest management and detection methods, and water resource management.&lt;/li&gt;
    &lt;li&gt;$1.158 billion for the Animal and Plant Health Inspection Service (APHIS), including increases for animal health and specialty crop programs and funding to combat invasive pests like glassy-winged sharpshooter, New World screwworm, and navel orangeworm.&lt;/li&gt;
    &lt;li&gt;$1.1 billion for the Farm Service Agency (FSA) to help farmers access disaster relief, receive funds from commodity programs, acquire loans, and plan for next year.&lt;/li&gt;
    &lt;li&gt;$3.81 billion for rural development programs, including affordable housing rental assistance, the Section 502 homeownership loan program, and rural broadband grants and loans.&lt;/li&gt;
    &lt;li&gt;$37.9 billion for Child Nutrition programs—an increase of $59 million above the FY26 enacted level—including funding for the National School Lunch Program, School Breakfast Program, and Summer Food Programs.&lt;/li&gt;
    &lt;li&gt;$8 billion for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and $101.2 billion in mandatory funding for the Supplemental Nutrition Assistance Program (SNAP) to help put food on the tables of our most vulnerable.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt;$460 million for the Commodity Supplemental Food Program to help feed lower-income senior citizens.&lt;/li&gt;
    &lt;li&gt;$900 million for the Food for Peace Program and $240 million for the McGovern-Dole International Food for Education and Child Nutrition Program. Both programs purchase commodities from CA-22 farmers and producers, helping combat malnutrition in developing nations and supporting our local economy.&lt;/li&gt;
&lt;/ul&gt;

      <title>Congressman Valadao Joins Bipartisan Delegation to Urge Funding to Combat Golden Mussels</title>
      <description>&lt;p&gt;&lt;b&gt;WASHINGTON&lt;/b&gt; –&lt;i&gt; &lt;/i&gt;Today, Congressman David Valadao (CA-22) joined Reps. Vince Fong (CA-20), Jim Costa (CA-21), and Josh Harder (CA-09) to send a letter to U.S. Fish and Wildlife Service (USFWS) Director Brian Nesvik urging immediate emergency federal funding to combat the rapidly spreading invasive golden mussel in California waterways.&lt;/p&gt;
&lt;p&gt;The letter warns that, without immediate federal support, California water agencies, farmers, and communities will continue to bear escalating costs as this invasive species spreads unchecked.&lt;/p&gt;
&lt;p&gt;&lt;em&gt;“Golden mussels pose a unique threat given they reproduce at exponential rates, clog water delivery systems, and damage water infrastructure,” &lt;/em&gt;&lt;strong&gt;the letter states.&lt;/strong&gt;&lt;em&gt; “Golden mussels spawn several times throughout the year producing microscopic larvae in numbers reaching up to one million eggs annually per female. This has led to the unrestrained spread of larvae throughout California and has made eradication efforts nearly impossible.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;"Golden mussel colonies infiltrate critical infrastructure, such as pipelines, pumps, and hydropower systems, by attaching to surfaces, reducing water flow, overheating pumps, and potentially causing catastrophic failure of water conveyance systems. These impacts have reduced water conveyance capacity, damaged equipment, and driven-up maintenance costs for water agencies and ratepayers alike.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;"After golden mussels were first detected in the Sacramento-San Joaquin Delta (Delta) in late 2025, they have rapidly spread, threatening major water systems like the State Water Project and the Central Valley Project. These projects supply water to millions of Californians and irrigate more than 4,000 acres of farmland.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;"Kern and San Joaquin Counties recently declared a local state of emergency in response to an active infestation within critical water infrastructure, citing 'immediate operational risks' to drinking water supply, agriculture, energy production, and regional economic stability. The scale and reach of these water projects underscore the statewide risk to California's water supply, environment, and agricultural infrastructure."&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;Specifically, the letter urges USFWS to:&lt;/p&gt;
&lt;ul style="list-style-type: disc;"&gt;
    &lt;li&gt;Expedite emergency funding through existing invasive species authorities&lt;/li&gt;
    &lt;li&gt;Prioritize California for assistance under existing grant funding and future funding cycles&lt;/li&gt;
    &lt;li&gt;Increase funding allocations for early detection, rapid response, and containment efforts for water infrastructure systems&lt;/li&gt;
    &lt;li&gt;Coordinate with federal partners, including the Bureau of Reclamation, Army Corps of Engineers, and Environmental Protection Agency to ensure a whole-of-government response&lt;/li&gt;
    &lt;li&gt;Expedite the listing of golden mussels on the injurious species list under the Lacey Act&lt;/li&gt;
    &lt;li&gt;Develop a golden mussel National Control and Management Plan to prevent further introduction and spread, and to eradicate and control existing populations&lt;/li&gt;
&lt;/ul&gt;

      <title>Congressman Valadao Introduces Bill to Identify Unclaimed Deceased Veterans</title>
      <description>&lt;p&gt;&lt;b&gt;WASHINGTON&lt;/b&gt; –&lt;i&gt; &lt;/i&gt;Today, Congressman David Valadao (CA-22) introduced the &lt;em&gt;Locating Our Unclaimed Veterans Act&lt;/em&gt;, a bill which would help Department of Veterans Affairs (VA) locate and collect the unclaimed remains of veterans to ensure they are properly laid to rest.&lt;/p&gt;
&lt;p&gt;&lt;em&gt;“All veterans deserve to receive a military burial and recognition for their service to our nation," &lt;/em&gt;&lt;strong&gt;said Congressman Valadao.&lt;/strong&gt;&lt;em&gt; "Unfortunately, when a deceased veteran has lost contact with their family—or has no next-of-kin at all—their unclaimed remains can sit on a funeral home shelf collecting dust for years. Ahead of Memorial Day, I’m proud to introduce the Locating Our Unclaimed Veterans Act to create a centralized system that helps Department of Veterans Affairs identify any unclaimed remains and ensure these veterans are laid to rest with the dignity, respect, and military honors they deserve."&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;"Far too often, missing or unidentified remains of those who have defended our freedoms are left unclaimed. The Locating Our Unclaimed Veterans Act, led by my friend, Rep. David Valadao, would set up a central system to ensure coroners, state governors, and funeral homes can submit the unclaimed remains they believe are veterans. I appreciate my friend, Rep. David Valadao, for his leadership on veterans’ issues and for introducing this important bill ahead of Memorial Day to ensure every veteran receives an honorable and dignified burial," &lt;/em&gt;&lt;strong&gt;said House Committee on Veterans' Affairs Chairman Mike Bost.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Background:&lt;/p&gt;
&lt;p&gt;Unlike missing or unidentified remains, individuals classified as unclaimed are often known by name but lack family or friends willing or able to claim them for burial. In 2023, Department of Veterans Affairs (VA) estimated that out of approximately 150,000 unclaimed remains nationwide, roughly 20,298 were veterans. While coroners and funeral homes may contact VA when they suspect an unclaimed individual is a veteran, VA currently does not have a formal system for intake and identification. The &lt;em&gt;Locating Our Unclaimed Veterans Act&lt;/em&gt; would direct the Veterans Benefits Administration to implement a digital intake and identification system for unclaimed remains and match it against existing VA records. This bill would also ask VA to develop Memorandums of Understanding (MOUs) with the Social Security Administration, Federal Bureau of Investigation, and Department of Defense to develop a system for utilizing information collected by VA to confirm the identity and veteran status of the unclaimed remains.&lt;/p&gt;

      <title>House Appropriations Committee Approves Fiscal Year 2027 Legislative Branch Appropriations Bill</title>

&lt;p&gt;&lt;em&gt;Today I am pleased to introduce the Fiscal Year 2027 Legislative Branch Appropriation bill for the committee’s consideration.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;I would like to remind our Members that this bill marks another step of many, towards providing final FY27 funding for the offices and agencies within the legislative branch of our government. &amp;nbsp;As we worked within our allocation, we did our best to respond to the priorities of the Members in executing their constitutional duties, while supporting the operations of the Congress, the Capitol Complex, and the people who serve it.&amp;nbsp;&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;This bill provides $5.4 billion for House and Joint Items; in keeping with longstanding tradition, we leave Senate items for the other body’s consideration.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;I want to take a moment to note a few priorities for Members on both sides of the aisle. First, we maintain the new Member security program, increase funding for the U.S. Capitol Police, fully fund the request from the Office of Legislative Counsel, increase funding for the Green and Gold Congressional Aide Program, and the Members’ Representational Allowance to account for rising costs across the nation and to assist with workforce retention and institutional knowledge.&amp;nbsp;&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;This bill also supports the addition of new primary services for female Members of Congress through the Office of the Attending Physician, continues the ongoing investment for the critical renovation of the Rayburn House Office Building, and provides for the employees and programs of the Library of Congress and the essential services they provide the Congress.&lt;br /&gt;

Originally retained in 1866 for railroad construction, the parcels have remained subject to federal reversionary interests, limiting the City’s ability to improve and develop the sites. By authorizing the conveyance of the Tulare Railroad Proposed Parcels and relinquishing the United States’ reversionary interest, the legislation would enable the City to expand youth recreational opportunities and enhance efforts to commemorate women’s history in Tulare.&lt;/p&gt;

      <title>House Passes Legislation to Combat Organized Supply Chain Theft and Retail Crime</title>
      <description>&lt;p&gt;&lt;b&gt;WASHINGTON&lt;/b&gt; –&lt;i&gt; &lt;/i&gt;Today, the U.S. House of Representatives passed H.R. 2853, the &lt;em&gt;Combating Organized Retail Crime&lt;/em&gt; (CORCA) &lt;em&gt;Act&lt;/em&gt;. This bipartisan bill was introduced by Congressman David Valadao (CA-22) and Reps. Dave Joyce (OH-14), Susie Lee (NV-03), Brad Schneider (IL-10), Dina Titus (NV-01), Laurel Lee (FL-15), Lou Correa (CA-46), and Michael Baumgartner (WA-05). The &lt;em&gt;CORCA Act&lt;/em&gt; takes important steps to strengthen legal tools for law enforcement and crack down on interstate and transnational crime.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The &lt;em&gt;Combating Organized Retail Crime Act&lt;/em&gt; would:&lt;/p&gt;

    &lt;li&gt;Strengthen legal tools for law enforcement by allowing criminal forfeitures for interstate shipment, transportation of stolen goods, or sale of stolen goods convictions&lt;/li&gt;
    &lt;li&gt;Expand money laundering statutes&lt;/li&gt;
    &lt;li&gt;Enable prosecution of organized retail and supply chain groups using interstate or foreign commerce to facilitate crimes&lt;/li&gt;
    &lt;li&gt;Mandate the creation of the Organized Retail and Supply Chain Crime Coordination Center within Homeland Security Investigations (HIS) and the Department of Homeland Security&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Background:&lt;/p&gt;
&lt;p&gt;Sophisticated criminal organizations have been increasingly involved in theft, fraud, and other property crimes against retail stores and various components of the supply chain. These crimes have escalated in scope and impact, threatening the national economy, consumer safety, and public security. According to the National Retail Federation, retail larceny incidents increased by 93% from 2019 to 2023, and stores lost $121.6 billion to retail theft in 2023. This surge in retail crime is often orchestrated by organized groups to resell stolen goods through physical and online marketplaces, further fueling illicit profits and financing additional criminal enterprises.&lt;/p&gt;
&lt;p&gt;At the same time, product manufacturers and supply chains are experiencing a rise in organized cargo theft across rails, roads, and the various distribution points across the United States. CargoNet reported a 27% increase in cargo theft incidents in 2024 over 2023. These thefts range from large-scale physical theft of goods from containers and storage to sophisticated cybercriminal methods that divert shipments to illicit receivers. This causes significant financial losses and operational supply chain disruptions.&lt;/p&gt;
